Since the civil war in Somalia, it is estimated that over a million people are living in refugee camps and Christians face strong opposition to their faith.
According to ACPress.net, the Spanish Government still plans to approve its revision of the Law of Religious Freedom before the summer, so that it goes to Congress in the current parliamentary session. However, indications are that the government will run out of time and it is therefore more likely that the Bill will be approved by the Council of Ministers towards the end of spring 2011. The most controversial point of the Bill will probably be the more detailed regulation of the presence of Religious Symbols in public buildings and at State ceremonies.

THE FUTURE OF IPTV
According to Terry Back, Digital Media Partner at Grant Thornton UK, there will continue to be a steady erosion of the traditional broadcast audience, as young people seek programmes on their laptops using applications like the BBC iPlayer and downloads, rather than using traditional TV schedules. Since the beginning of TV, the power of broadcasters as gatekeepers has been absolute, until slightly reduced by satellite and cable. This will be further reduced by IPTV. Broadcasters are now fighting back and using their financial strength, brand awareness, back catalogue, industry knowledge and ability to both innovate and forge technology partnerships to maintain their position, ahead of smaller players and content producers, who tend to have agility and imagination but less financial resources. Most IPTV Channels have so far been unable to break viewers away from the dominance of established broadcasters.
Co-Chairman Amy Pascal said, “Our industry is affected by two things. It’s affected by the economy and technology. She said that the key to the future is following the viewers. “We in the television business have to catch up with what our audience is doing”, she said. “That means not running from social networking but embracing it as a way to drive viewers and revenue. Social networks are a tool with which we can tell our stories.” She also said that Twitter and Facebook were bringing about a profound paradigm shift in the way audiences engage with content.
The new EU Telecoms “Better Regulation Directive” and the “Citizens’ Rights Directive” must be absorbed into national laws of the 27 EU Member States by June 2011. The new European Telecoms Authority, called “Body of European Regulators for Electronic Communications (BEREC), will provide consistent regulation across Europe to strengthen the single telecoms market. “The establishment of BEREC is a visible sign that we are serious when we say that Europe’s telecoms operators and consumers should no longer feel national borders in network access and the delivery of communication services,” said Viviane Reding, the EU’s Telecoms Commissioner. “From spring 2010 onwards, BEREC will help national telecoms regulators and the European Commission to ensure that telecoms services can be delivered under consistent and competitive conditions across the EU”.
Bullying in churches is “rife” across the UK. A report has revealed that 150 Clergy and Ministers seek protection from Trade Union “Unite” every year. The Union, which has set up a helpline for Priests intimidated by their Bishops or Congregations, is calling for full employment rights for Clergy and greater protection in the law. Rachel Maskell, from Unite, said that bullying and sexual harassment of Clergy were serious problems that were not being adequately addressed. “It’s endemic throughout different denominations and different churches. Where there is an openness and willingness to address the situation we are able to resolve the case,” she said, “but when there is a denial that there is a problem, as in some denominations, then we are not able to get the solutions in place and the Clergy are very vulnerable.” Most of those who have turned to the Union for help are in the Church of England, but Roman Catholic Priests, Rabbis and Imams have also joined Unite, according to Ms Maskell. The Archbishop of Canterbury admitted that there is a problem with bullying in the Church when he spoke at a TUC Conference last year. He said, “I have good reason to know from pastoral contacts with people how much of an issue it can be.”

Christian Radio Stations receive more support from donors than any other type of station in Australia’s Community Broadcasting Sector, according to a Community Broadcasting Database (CBD) survey. Christian Stations receive an average of $180,086 annually per station, and have the second highest number of Donors, with an average of 648 people donating to each station, behind only Ethnic Stations which average 2,351 donors per station. The National average number of donors per station was 203. This positive pattern of giving is familiar in the USA – but is in strong contrast to Europe and most of Asia.
According to an OFCOM report, the UK is one of the world’s most advanced countries in terms of Digital communications. The UK Regulator said that people in the UK watched more TV and sent more texts than most countries, but had slower broadband. The UK has the highest proportion of households with digital TV on their main set – at 88%. The OFCOM report compares the UK with countries including France, Germany, Italy, the USA, Poland, Spain, Netherlands and Sweden. Across European countries, the average time spent watching TV was 3.5 hours per day compared to the USA which averaged 4.6 hours a day. The UK was the 2nd highest texting nation in the world, with the volume of outgoing messages estimated to be 83 billion a year, second only to the US where 830 billiion texts were sent. UK consumers enjoy the cheapest prices for mobile phones and broadband, and lead the world in online advertising. However, only 10% of UK homes had broadband speeds of over 8Mbps compared with 37% in Netherlands, placing it 21st out of 30 countries for network speed.

GOOGLE TO DOMINATE ONLINE ADS?
According to Michael Comish, CEO of Blinkbox, Google is aiming to dominate the market for online Video Advertising. Recent events, including a deal to show Channel 4 Programmes on YouTube and Google’s announcement of an auction-based video ad platform, demonstrate this strategy. Four factors determine success in online advertising: the Size of the audience (reach), Technology, the strength of Relationships with the advertisers and Inventory. As Google’s dominance grows in each of these areas the company will gain more advertising revenue. Google has recently completed a deal with Twitter to integrate real time data into its products.
New Dutch Media Laws mean that activities that are not directly related to a Dutch TV / Radio Programme, are no longer allowed within the Dutch Public Broadcasting System. EO’s “WhyJesus? ministry has therefore joined with Agape Netherlands (part of Campus Crusade for Christ International). Agape has been involved in the “LookingforGod” website and other evangelism websites and a close partner of EO for a number of years. Continuing the ministry under the umbrella of Agape is expected to give new impetus to the WJ? concept internationally and to the “Stepping Stones” strategy.
The UK government’s Consultation on the process of introducing Product Placement in UK programmes has been launched. Outgoing ITV chairman Michael Grade says it will put broadcasters on a “level playing field” with international rivals. Introducing branded ad partners in programmes could generate between £25m and £35m a year for UK broadcasters within 5 years. Alcohol, junk food and gambling industries may be restricted or banned from placing their products in shows. Parties have until 8 January 2010 to submit their responses on the parameters of product placement. The Consultation will also decide whether there should be a “specific prohibition” of product placement in Religious Programmes, Current Affairs and Consumer Shows. UK Culture Secretary Ben Bradshaw said that Product Placement must have “adequate safeguards to address concerns that relaxing the rules will threaten the trust of viewers and the integrity of programming”.
The European Parliament and the Council of Ministers have reached an agreement on the EU Telecoms Reform, after negotiations brokered by the European Commission. The reform substantially strengthens competition and consumer rights on Europe’s telecoms markets. It facilitates high-speed internet broadband connections to all Europeans and establishes a European Body of Telecoms Regulators to complete the single market for telecoms networks and services. Following final votes in Parliament and Council in November, these reforms could come into force in early 2010.
The trial will be a major step towards making iPlayer available on TV sets – one of the key aims in the proposed Project Canvas. BBC future media and technology controller Rahul Chakkara said the broadcaster was keen to bring the catch-up service to “other platforms and devices.” “Our success with BBC iPlayer on Virgin Media has shown that there is an appetite among our audience for BBC iPlayer on the television,” he said. Senior MEPs are casting doubt on whether the next European Commission will be in place by 1st January, with mid-February being more likely. As a result of the Lisbon Treaty being agreed, a permanent President of the European Council must be appointed, as well as a High Representative for Foreign Affairs, who will also be a Vice President of the Commission. Jose Manuel Barroso, the Commission President, has said he needs decisions on those names before he can finalise the composition of the new Commission and put forward his team of commissioners for approval by the European Parliament.

Australia’s ABC has outlined plans to expand its international broadcasting operations, initially with new TV and Radio Networks in China and India. Further plans for a staged roll-out in the Middle East, Latin America, Europe and North America will follow. The public broadcaster, which receives A$34m (US$30m) a year in state funding to run its international satellite service Australia Network, has called for greater governmental spending on international broadcasting and hopes eventually to create a brand large enough to rival the BBC and CNN. The Ovimbundu people number about 4 million, almost 40% of Angola’s total population. An estimated 6% of the population are infected with the HIV virus and 30 out of 100 people test positive each day. By 2010, there will be approximately 331,000 AIDS orphans.
The new leader of the Anglican / Episcopal Church in Nigeria has claimed that Muslims are trying to take over Africa. The Most Revd Nicholas Okoh, believes that Christianity is under threat from Islam. He was elected primate of Nigeria earlier this month, making him one of the powerful figures in Anglicanism. Nigeria, where the Anglican Church has 17 million adherents, is split between Christianity and Islam and has been troubled by religious strife in recent years, notably in the predominantly Muslim north. The Archbishop is a former Lieutenant Colonel in the Nigerian army, and as Archbishop of Nigeria’s Bendel Province, was one of the prime movers in the Gafcon meeting of conservative Anglicans in Jerusalem in 2008.
Over 2 million people live in the rural flood plains of the Zambezi River, an area known as the Zambezia province. A civil war and lack of infrastructure have made it difficult for missionaries to the Lomwe and Makhuwa people living in the region. Traditional indigenous practices and rituals have been present in most churches. More than 350 growing Churches have emerged and Christian Communities established through Radio Broadcasts from TWR. The Lomwe people are largely an oral culture, and many potential Christian leaders cannot read or write. In a letter from prison – a young man in Ethiopia recently testified that God’s love reaches beyond physical and spiritual barriers. He writes: “I am 27 years old and am writing this letter to share my experiences and testify to the changes that took place in my life while I was confined in a prison. Being sentenced to 5 years made me feel hopeless and helpless, and I spent my days weeping and I suffered from nightmares and flashbacks. The prisoner in the next cell was a believer and was imprisoned because of a false accusation. He began to teach me basic Bible lessons, introduced me to TWR’s radio ministry and requested a radio for me. The radio I got through my prison mate became my intimate friend. The Bible lessons are instilling new life, new thinking and a new attitude. I became a new creation in the Lord Jesus Christ.”
Product placement is to be allowed on UK TV shows. Independent Broadcasters will be allowed to take payments for displaying commercial products during shows. The change is intended to bring in extra funds for Commercial Broadcasters. Experts believe it could raise up to £100m a year. There are currently strict rules against product placement and the ban will remain in place on the BBC. An ITN spokesman welcomed the move, saying, “Reforming the UK prohibition would also be a welcome acknowledgment of the pressures currently faced by an industry in transition. New sources of revenue mean better-funded content – which can only be good news for viewers.” The Culture Secretary’s predecessor, Andy Burnham, had said in March that “serious concerns” remained about product placement because it could harm editorial independence. Big Brother creator, Peter Bazalgette, said, “You have to trust the consumer. If it’s overdone or tasteless, viewers will switch off.”
On October 19, 1959, seven men and women founded ERF Media, at that time under the name “Evangeliums-Rundfunk” at Hotel Eulerhaus in Wetzlar, Germany. In February 1961, the first broadcast was sent by short-wave transmission throughout Europe. Today ERF Media operates a 24 hour television channel, 3 radio channels and 15 internet websites. While offering his congratulations, Hessian Prime Minister Roland Koch wrote, “contrary to the idea that media information always has a short lifespan, ERF Media sends a message that is timeless- the message of Christianity.”
The European Commission authorised a €450m (US£640m) state aid payment to French Public Service Broadcaster France Televisions last month, but has opened a formal investigation into its future funding. The cash injection is compensation for lost revenue at France Televisions following a primetime advertising ban on the broadcaster earlier this year. In July, the EC adopted new rules on the public funding of broadcasters, to ensure commercial broadcasters are not disadvantaged from such state aid. The Commission said the subsidy was in line with European rules on state aid and public sector broadcasting, but has opened the formal investigation into whether the funding mechanism for France Televisions for 2010 and beyond complies with these regulations. Future payments will be based on the findings of this investigation.
According to the Internet Advertising Bureau (IAB), first-half spending on internet advertising was a record £1.75 billion (US$2.8bn, €1.87bn) a quarter of the market and more than the £1.64 billion for television. The 4.6% online increase may have made the UK the world’s first major economy to relegate TV advertising – down 17% to 21.9% of total spend – to second place. According to IAB boss Guy Phillipson, online can grow even bigger. He said: “We could absolutely see it grow to being 30% of ad share spend, to exceed £4 billion (US$6.3bn, €4.28bn) a year.” Of the total online spend, 60% went to search engines and 22% was for classified ads. Meanwhile, newspaper display ads were the third biggest – £1.38billion (US$2.17bn, €1.47bn) or 18.5% of the total. The study, co-produced by PricewaterhouseCoopers, shows that overall advertising fell by 16% as businesses cut costs in the recession.
A study of the global state of broadband has put the UK 25th out of 66 countries in terms of the quality and reach of its networks. The research for Cisco found that countries such as Latvia and Bulgaria were better prepared than the UK for next-generation net applications. The UK was listed among countries whose broadband is “meeting needs for today”. South Korea and Japan dominate the league table. While the average download speed globally was 4.75mbps (megabits per second) – average upload speed was 1.3mbps. Researchers also worked out how fit countries were to cope with the demands of today’s users based on a set of popular consumer applications. Two-thirds of the 66 countries met the criteria for today’s requirements, but only 9, including Japan, Sweden and Latvia, were ready for future demands such as watching high-definition video. Countries will need an average download speed of 11.25 mbps to be able to cope with future applications.
NRB is 65 years old. 65 years ago, Television was in its infancy, Radio was king, and the Internet was still the stuff of science fiction. In 1943 evangelical ministers discovered that they were virtually unable to purchase radio airtime. In response to that challenge, a group of leaders formed a Committee, later named the “National Religious Broadcasters“. In April 1944, 150 Broadcasters met in Columbus, OH and drafted NRB’s “Statement of Faith“; then on September 21, 1944, NRB held a constitutional convention in the Moody Memorial Church in Chicago. The group voted on a Constitution, Bylaws and Code of Ethics, and on December 18, 1944, the state of Delaware awarded NRB a Charter of Incorporation. “NRB was birthed in the fires of adversity and these many years later the fires burn hotter than ever,” says Dr Frank Wright, NRB’s President & CEO. “Just as NRB’s founders underwent defining trials 65 years ago, the battles we face today will define the shape of Christian media communications for decades to come.”
The new President of the European Parliament, Jerzy Buzek, from Poland, has said he wants to “deepen dialogue with the continent’s Christian churches “. Mr Buzek is a Lutheran; was Poland’s Prime Minister from 1997-2001; and is the first President of the European Parliament from a post-communist eastern European country. He said, “ The principles associated with the tradition, culture and, above all, faith of Christianity have fundamental importance for me, as well as for Europe’s future identity and development. A debate with churches and other religions on our continent’s problems is essential. Christian values should be very important at an individual level for each politician and leader, but also collectively since they define and show the key ways a politician can act.”
Spotify has been called an “iTunes killer ” because it is easy to use and has a comprehensive, free library of millions of songs. It is also seen as a possible saviour for the music industry, in its bid to offer alternatives to piracy. Tufan explained that the Radio Station has become a powerful tool in changing people’s perception of Christianity. “People here have deep suspicions about Christianity – they view it as a form of imperialism and a faith that belongs to Westerners,” he said. In 1959, a small British group of supporters of the Far East Broadcasting Company, an American missionary radio organisation, took up the fund-raising challenge of broadcasting to India from the Seychelles. Taking on the project as FEBA (Far East Broadcasting Associates), Douglas Malton, now President, John Wheatley and Malcolm Fidge led the funding and construction of the new radio station. Studios and offices were built on a mountain side, with the transmitter on the beach at Anse Etoile. The engineers erected antenna masts and aerials around a coral reef 4,000 ft offshore. Tapes of evangelical messages were sent by sea from the UK and Australia to FEBA’s Seychelles’ studios to be broadcast from Britain’s first missionary radio station, until 2003, when short wave broadcasts were transferred to other stations. After 50 years, FEBA’s radio ministry continues to reach audiences throughout Asia.
In 2007, Faith Satellite Radio and SIGNIS collaborated in an effort to reduce the digital divide by providing faith organisations in Africa with a new and innovative way of broadcasting. Now in 2009, they have entered a new phase to expand services by offering data and multicasting services to developing countries around the world. FSR’s services will no longer be limited to Africa; but now will be able to include the parts of the world unreachable without Digital Services. SIGNIS supports a number of projects aimed at the development of Radio Broadcasting. For many people in Africa, Latin America and Asia, radio is still the easiest and most direct means of communication available.
A grant of £15,000 (US$24,000; €17,500) to an Arab Christian TV ministry has been used to help make a range of programmes, broadcast by various Christian channels in the Middle East and North Africa. One of these is a series called “What Christians Really Believe”, which tackles some of the issues that are recurring points of criticism against Christians. The programmes correct misconceptions that many Muslims have about Christianity, and also equip Christians to respond when they are challenged by others. An Egyptian viewer writes: “The facts and information I acquired from this episode (about the forgery called the Gospel of Barnabas) allowed me to answer many accusations and questions I would not have been able to answer before. God bless you.”
The Code covers areas such as the protection of children, harm and offence, fairness, privacy and commercial references in programmes. The consultation will ask whether not-for-profit organisations should be permitted to fund programmes about their own activities or interests. These programmes, called “Public Information Programming” would cover subjects in the public interest but could not deal with controversial matters.
TURKEY
Turkish Prime Minister Tayyip Erdogan is trying to revive a European Union entry bid that is facing new signs of hostility from some Member States. Membership talks are almost at a standstill, raising doubts over whether Turkey’s dream of joining the EU is possible. In the June European Parliament Election, EU “enlargement fatigue ” and hostility to Turkey became a campaign issue in a number of countries. Demands of the EU, such as reforming the military-inspired constitution, have fallen prey to political infighting – and an alleged plot by the Turkish army to undermine Erdogan’s Islamist-rooted AK Party, if proved authentic, would confirm critics’ fears of the “old Turkey ” with generals meddling in politics. The EU unanimously agreed in 2005 to open accession talks with Turkey, a large, relatively poor Muslim country of 70 million people, but since then reforms have slowed to a halt and the bloc now appears divided about accepting them.
The literature ministry through the “Discovery ” booklet will also be made more widely available and their presentation changed in line with this aim. To move in this direction, GBS is recruiting volunteers and beginning Deputation work to Churches.
During its tri-annual meeting in Beirut, Lebanon, the SAT-7 International Board voted to integrate TURK-7 fully into the ministry’s network of TV channels by January 2010. David Middleton, TURK-7 Executive Director, said, “We at TURK-7 are excited about this merger. SAT-7, with its similar ethos, its years of experience in Christian broadcasting and its significantly larger operational and support staff, will help raise us up to a higher level of broadcasting“. TURK-7 was created as an independent Turkish Christian television ministry in 2003. Based in Istanbul, the ministry uses locally-based Christians and other TV professionals to create both original programming and dubbed programming. It is largely funded by a group of 28 partners, half of which are local churches and ministries. SAT-7 is a founding member of the partnership.
Last month, the USA made the transition from analogue TV signals to digital without visible major hitches. On Friday 12th June more than 900 full-power TV stations shut down their analogue signals and are now broadcasting only in digital. The switch was due to take place in February but was delayed by Congress after regulators reported that some five million US households were unprepared.
